Eugene Thong is effectively trilingual in English, Chinese and French, and conversant in Russian and Japanese. He read law in Paris and qualified as a solicitor in England and is thus familiar with both the civil and common law traditions. He is also a certified Fellow of the Chartered Institute of Arbitrators.
Eugene has experience as arbitrator and is listed as such with institutions like the ICC, SIAC (reserve panel) and LCIA. He has also served as tribunal secretary to several of Asia’s most prominent arbitrators, including on Chinese language cases.
Eugene used to work as Deputy Counsel at the Secretariat of the ICC International Court of Arbitration, first in Hong Kong and then in Singapore, where he played a crucial role in opening and establishing the ICC's case management office. Across both offices, he managed hundreds of cases including several where the language of arbitration was not English, and to date remains the only Deputy Counsel to have administered a significant docket of cases from each of the following regions: East Asia, Southeast Asia, South Asia, Oceania and the Middle East.
Before the ICC, Eugene worked at the Singapore and London offices of a major international law firm, and in the span of his career, he has handled both commercial and investment arbitration cases, with proceedings being ad hoc or administered by institutions such as the ICC, SIAC, HKIAC, LCIA, CIETAC, SCC, Russian Arbitration Center, PCA and ICSID. At every step of his professional life, Eugene has also been on cases requiring written and spoken communication in Chinese.
Eugene’s experience covers sectors including finance, energy, technology, transportation, telecommunications, pharmaceuticals, real estate, health & bodycare, food & beverage, metals & raw materials, textiles & clothing, general manufacturing, environmental protection, industrial goods & services as well as construction & engineering, and encompasses the following contract types: sale of goods, supply of services, loan, licence, concession, insurance, employment, franchising, shipbuilding, charterparty, confidentiality, intellectual property, shareholder, share purchase, share subscription, joint venture & consortium as well as investment & public international law agreements.
A graduate of Sciences Po Paris, Eugene has also studied at Panthéon-Sorbonne University (Paris 1), Columbia Law School and Peking University. He is open to arbitrator appointments and speaking engagements, and is contactable at eugenethong@arbiter.com.sg.
